The Director, Facilities Maintenance is responsible for oversight of the day-to-day facilities maintenance management, contracted services, and workplace safety and compliance of the Fluegel Alumni Center (FAC), the Naval Academy Alumni Association and Foundation (AA&F)'s new 70,000+ square foot, mixed office and events facility.

The Director, Facilities Maintenance reports directly to the Executive Director, Events and Facilities of the FAC. The Director ensures that the FAC facility and physical infrastructure is effectively maintained to the high standards expected of our Naval Academy Alumni, and is compliant with all codes and regulations, including local and Department of Defense/Department of the Navy regulations, as applicable. The Director leads a team of onsite and contracted facilities management personnel and collaborates with internal stakeholders, vendors, and business partners. This is an exempt position.

Key Responsibilities

Strategic Facilities Management

  • Develop and implement long-term facilities maintenance and CAPEX spending strategies in alignment with organizational goals and objectives.
  • Manage the facilities maintenance budget and contracted services, ensuring cost-effective measures, and identifying opportunities for cost reduction without sacrificing quality or safety.

Maintenance Operations

  • Manage the maintenance readiness of the Alumni Center to support AA&F staff, operations, and events. Ensure all building systems (HVAC, access and security, electrical, plumbing, lighting, etc.) are functioning efficiently and in compliance with local and national codes.
  • Establish and maintain regular maintenance schedules, preventive maintenance plans, and emergency response procedures.
  • Manage day-to-day maintenance and cleaning schedules, addressing urgent issues and resolving facility-related concerns quickly and effectively.
  • Oversee attic stock, and back of house and lower-level storage and equipment spaces.
    • Work with Director of Operations, building engineer, cleaning contractor, and other contract vendors, to coordinate the scheduling of maintenance and cleaning services and deconflict with scheduled events and activities.
    • In coordination with the Executive Director, FAC, serve as liaison with the Naval Academy and NSA Annapolis installation for emergency management of the Fluegel Alumni Center as a Non-Federal Entity (NFE) lessee, located on installation property. When required, represent the AA&F in all installation anti-terrorism/force protection, emergency management/destructive weather planning meetings.
    • Maintain AA&F operating licenses, and food, health, and safety certifications and inspections, as required.
    • Ensure employees receive initial and periodic training in fire procedures/egress, active shooter, and destructive weather scenarios, as well as automated external defibrillator (AED) usage.

Budget and Financial Management

  • Develop and manage the annual facilities budget, including maintenance, repairs, upgrades, and capital expenditures. Hold periodic budget reviews with the Executive Director and Director of Operations to ensure budgets are properly supported and executed.
  • Monitor costs and track spending to stay within budget while ensuring quality outcomes.
  • Identify and pursue cost-saving opportunities without compromising on quality or operational needs.
  • Manage the submission and payment of all bills and invoices for maintenance and contract services.

Health and Safety Compliance

  • Ensure facility compliance with health, safety, environmental and fire safety regulations and standards.
  • Implement safety protocols for employees, visitors, and vendors/contractors within the facility. Maintain and update the facility's Emergency Action Plan.
  • Conduct regular inspections to identify potential hazards and implement corrective actions as needed.

Vendor and Contractor Management

  • Manage relationships with external vendors and contractors for maintenance, repair, and other facilities-related services.
  • Negotiate contracts and monitor performance to ensure service level agreements are met.
  • Monitor and evaluate vendor performance to ensure cost-effectiveness, quality, and compliance with organizational standards.

Event Support

  • Periodically, be available for evening and weekend support regarding building issues and large events.

Qualifications:

  • Overall: Strong commitment to the mission of the Naval Academy Alumni Association and Foundation, and our core values: Integrity, Respect, Teamwork, Service, and Growth.
  • Education: Bachelor's degree in Facilities Management, Commercial Real Estate Management, Engineering, Business Administration, or a related field, is highly desired.
  • Experience: Proven experience in commercial real estate management, facilities management, or related career paths.
  • Skills:
    • Strong organizational and project management skills.
    • Leadership skills and the ability to motivate and effectively guide a diverse maintenance team of employees, contractors, and vendors.
    • Excellent teamwork and interpersonal skills.
    • Proficiency in using Building Automation Systems, lighting control systems, security camera and access control technologies, and other building management systems.
    • Proficiency in the use of Microsoft Teams and Office.
  • Physical Requirements: Ability to conduct inspections and walk through facilities, potentially lifting up to 40 pounds.
  • Background Check: Ability to pass background security check and access the Naval Academy/NSA Annapolis installation.
